The short answer

Windstep moved to Agility in 0.12.1. Train on foot and at courses; inspect the Agility tree before following older Runecrafting-based movement guides.

Train through travel and courses

Running grants passive Agility XP; mounted travel does not. Flagged courses provide repeatable laps, rewards and regional mastery goals. Start a course to learn the route before optimising a time.

The skill reduces sprint stamina costs as it develops. Carry-weight passives are listed at levels 50 and 75. These are progression rewards, not starting-character assumptions.

Learn the exit before taking the shortcut

Kebbit Burrows provide shortcuts, but low-level failures can hurt. Avoid experimenting when another hit would end the trip. Later fall mitigation does not make fatal falls safe.

Recall places a marker that can return you to its location; the announcement also describes a tether protecting against a fatal fall by consuming itself. Test the ability on safe ground and read the current spell conditions before carrying rare materials across a gap.
