WoW Forever replaces the traditional named-realm choice with rulesets: Normal, PvP and Roleplaying at launch, with Hardcore planned after launch. Players can group, run dungeons and raid with others on the same ruleset and faction. Cross-ruleset and cross-faction grouping is not supported. Full two-part names are unique per region, but Blizzard has not published a complete region list or the final layer-assignment rules, so do not promise that friends will share a physical server or layer until the client confirms it.

Friends list disabled does not identify a grouping mismatch #

Blizzard’s September 18 beta issue list says character friends are disabled. If the friends interface fails, separate that listed defect from your character choices. The announced grouping rules require the same ruleset and faction; the issue report does not establish that every form of inviting is disabled or supply a universal workaround.

  1. Compare the ruleset and faction of both characters against the grouping matrix below.
  2. Write down whether the failure is adding a friend, sending an invitation, or seeing each other after grouping. Those are different symptoms.
  3. Keep the exact error, client build and test realm when reporting the problem. Do not recreate a character solely because the friends list failed.
  4. Recheck the dated issue list after an update before reusing advice from the opening beta.

The beta is live. Blizzard’s installation instructions say to select an available test realm; the launch ruleset design below is not a verified list of beta selection screens. The September 18 known-issues list also says character friends are disabled in beta.

Officially announced

Each ruleset functions like its own large ecosystem rather than a single traditional realm. Blizzard has not described Forever as one unrestricted shared world, and cross-ruleset grouping is not supported.

Region is separate from ruleset #

Officially announced

Blizzard says each complete two-part character name must be unique within a region. The first name can repeat if the full pair differs. This does not publish every region label, region-opening schedule or cross-region grouping rule.

Language preference is also part of the announced experience. Use the same language and region choices when coordinating a group, then verify the actual character-creation and grouping screens in the beta. Do not turn the name-uniqueness rule into a claim that every region shares one economy, layer pool or queue.

Layers are a playable question, not a server name #

Unknown

The reviewed official material explains rulesets and connected ecosystems, but it does not publish a layer count, layer names, assignment priority, visibility rules or a promise that a party can choose a layer manually. Treat “layer” as a server-technology question until the beta exposes the behavior.

Do not describe Forever as a single global megaserver, and do not claim that every player in a region will see the same characters. Those are community interpretations, not confirmed Kingy facts. A layer observation needs the client build, region, ruleset, party state and the exact movement or grouping result.

  1. With no party, record the ruleset, region, language preference and the location where the character enters the world.
  2. Invite a friend on the same region, ruleset and faction. Record whether the client places you together, offers a join option or leaves you separate.
  3. Repeat after leaving and re-entering the zone. Note any warning, loading screen or visible layer identifier.
  4. Report the result as an observation on that build; do not generalize it to every region or population level.

Skyborne makes this decision easy to get wrong: Horde Skyborne can be Shaman, while Alliance Skyborne can be Mage. Both factions can choose Warrior, Hunter, Rogue or Druid. Pick the group’s faction before anyone commits to a faction-specific class.

Make four decisions before character creation #

Officially announced

If a friend enters with a launch code, plan around an existing race because the code does not include Skyborne. Access paths can differ without changing the group’s ruleset and faction requirements.

  1. Choose beta or launch as the shared start. An opt-in does not guarantee that every friend receives a beta invitation.
  2. Choose a region and language preference together, while leaving cross-region behavior marked Unknown until tested.
  3. Choose the same ruleset and faction. Then compare classes, including the Skyborne faction restriction.
  4. Prepare two-part names and alternatives. Names are announced as unique per region, but the reservation UI and component-length rules still need a client check.
  5. Choose a meeting point only after the starting routes are tested. A shared ruleset does not prove that two starting areas connect immediately.

Hardcore has a one-way sharing exception #

Officially announced

Hardcore is planned after launch and remains enclosed while the character is alive. Blizzard says a dead Hardcore character can transfer to another ruleset, including PvP. Collections and Legacy accomplishments earned in Hardcore can flow outward, but progress from other rulesets cannot flow into Hardcore.

That exception does not establish unrestricted movement between Normal, PvP and Roleplaying. Keep transfers, character migration and beta-to-launch carryover as separate questions.
