The short answer
NC’s September 18 global notice disables direct player-to-player trades and identifies the Market as the trading hub. The notice gives no end date or exception list. An older membership-benefit list includes personal trading; do not rely on that line as proof direct trades will work at launch.

Two official notices conflict
The August 20 membership update lists personal trading among its benefits. The newer test-closure notice explicitly disables direct trades as an anti-bot measure. Use the newer statement for that feature, and leave the duration and exceptions unresolved.
The Market and test restrictions
The Day 2 test notice disabled the Marketplace, Quna exchange and direct trading during the test. Those test restrictions do not prove every system stays disabled for launch. The closure notice separately names the Market as the trading hub.
