Keep Rogue when choosing either Skyborne faction #
Skyborne Rogue is available whether your group chooses Alliance or Horde. The race has no later neutral-faction decision: select High Order for Alliance or Windshaper for Horde when creating the character.
That flexibility applies to Rogue, Hunter, Warrior and Druid. Mage and Shaman have different Skyborne faction restrictions, so check the whole group’s class plans before assuming everyone can follow the same choice.

Separate PvP plans from a Rogue build #
Blizzard has announced The Darkspear Islands as a 15-versus-15 battleground and a revised Honor progression system. These give PvP players concrete content to follow, while Rogue talents, racial interactions and match-up advice still need Forever-specific details.
The reveal cannot tell us which Rogue race wins a duel or which weapons to prioritize. Choose your faction and preferred activities first, then revisit combat choices when the class data can support them.
