The short answer
Scan both Habitat Builder fragments at the Welcome Center southeast of the Lifepod. Craft the tool, then build a small base with power and space beneath it for a future dock.
Before you start
- A charged Scanner.
- Reserve battery materials for both the Builder and Welcome Center power.
Find both fragments
- At the Welcome Center sign, scan the Builder in the open crate to the right of the entrance.
- Salvage the metal covering the floor opening.
- Swim into the cave below and scan the Builder in the crate at the bottom.

Make the tool and choose the site
The Builder costs 2 Titanium, 1 Glass, 1 Basic Battery and 1 Copper Wire. Glass uses 2 Quartz; Copper Wire uses 2 Copper.
Start with accessible terrain, room to expand and nearby resources. Solar Panels provide early power but weaken at night. Powered shelter supplies oxygen; check generation and draw before relying on it. A later Hydroelectric Turbine uses a natural current and needs a Power Transmitter connection.

Build with the current placement rules
Buddy System adds alignment guides and an obstruction list. Bases can no longer be built inside the Great Jaw. Hotfix 1 fixes missing wall-rack items during Refund Base.
Before changing a large base, save and inspect your storage. The new Trashcan destroys deposited items after a short delay; use ordinary storage for equipment you intend to keep.
