The short answer
Fulfill an equipment need to open another building slot. The documented early options are Wooden Chests and Wool Tunics. To level up, fill the settlement's food and equipment needs, then use Level Up beside the mayor's portrait.
Before you start
- Connect the supplying and consuming settlements' yellow market squares with roads within the region.
- Demo-era settlement rules; the original demo stopped at level 2. Recheck the October demo and November Early Access UI.
Supply equipment, then inspect Buildings
If the slot stays locked, check that the target settlement is receiving and using the equipment. Owning a workshop elsewhere is not the same check as fulfilling this settlement's need.
- Inspect the target settlement's Needs tab and its Equipment choices.
- Establish one of the equipment chains and allow it to produce.
- Connect the supplier and target settlement by road between their market squares, then select the equipment in the target's Needs tab.
- Allow vendors to deliver; the FAQ says deliveries may wait until enough product is available.
- Return to Buildings and check that an additional slot has opened.

Advance only after the needs are fulfilled
Fill the food and equipment slots, select Level Up, then inspect the Commoners tab for the new tier of buildings. The developer describes the first advancement as Hamlet to Village. In the old demo, level 2 was the limit.
Kingy's suggested stopping check is visible access to the new population tier, not merely owning extra stock. If a need is still unfulfilled, follow its inputs before creating more buildings. Save the next unmet need in County notes.
