The short answer
The standard digital launch is live. Remedy’s PC known-issues list identifies version 1.3.3, whose hotfix reduces early combat friction and respec costs. For a stuck quest, use only the checkpoint-reload workaround where Remedy specifically recommends it; check the live known-issues post before trying a player-reported fix.

What changed in 1.3.3?
Remedy lowered base health and Falter requirements for most enemies, including Dancer and Deserter, and increased the maximum strength available through Aberrant and Ability upgrades. It also reduced respec cost, increased vendor Reset Item stock and raised the first Resonant boss’s Reset Item drop from one to two.
The hotfix announcement describes the launch change; the developer’s known-issues post explicitly labels PC 1.3.3. Do not assume the same version number or patch timing on every console.

Remedy also lists a missing subwoofer interaction in The Complete Set and a repeatedly triggered Zoe/Matthews call, without publishing a specific workaround for either.

Remedy also lists vendor price display discrepancies; outfits unequipping after fast travel; AMD Radeon 7000/9000 performance problems; screen tearing in live-action scenes; some HDR color and non-English subtitle speaker-name problems; PC Steam Input reconnection failures; and no licensed-music toggle. The developer has not supplied a specific fix for every item.
If changing Ray Tracing quality causes a major FPS drop, restart the game; Remedy says settings are saved. If black bars persist after an execution at ultrawide resolution, restart the game. For unresolved issues, use Remedy Player Support.
