Atlas / Reading paths / Who gets to decide? Classification and authority / Newcomer
Who gets to decide? Read the vocabulary and institutions behind a containment decision. These dossiers cover a shared setting with many variations; the sequence supplies useful questions, not a universal organization chart. Allow 25–45 minutes.

01 concept
Start with the classification guide. Keep containment difficulty separate from how frightening or dangerous an anomaly appears.
Containment labels help explain how the Foundation handles an anomaly; they are not a simple danger scale.
02 organization
Move from labels to field assignments. Read individual units in their stated scope; a task-force name does not establish its presence in every story.
Specialist Foundation teams assembled for work that exceeds ordinary field personnel’s expertise or capacity.
03 organization
Now look at executive authority. Compare the general introduction with the variations and secrecy preserved by the source dossier.
The Foundation’s elusive leadership, approached through a dossier that openly warns its reader about conflicting reports.
04 organization
Finish with another institution’s stated priorities. Follow its own documents before comparing its decisions with the Foundation’s.
A politically organized counterpoint to the Foundation, presented through the Coalition’s own casefiles and mission.
