The short answer
Upgrade the main Workbench to Tier 2 with 30 Copper Ingots, 20 Iron Ingots and 20 Linen Scraps. Specialist stations also have their own requirements; check the station named by the recipe.

Separate the two kinds of upgrade
The main Workbench opens specialist benches such as the Arcanist’s. Existing stations can have independent upgrade tracks. Read both the recipe’s station and that station’s current tier before gathering more materials.
Kingy example: owning enough Thorium does not prove a missing recipe should appear. First check the correct station, then its tier, then any recorded-Memory requirement. This keeps a resource trip from solving the wrong problem.
