Separate the kinds of evidence

Start with the measured seasonal changes and the interview at the mountain. The later clearance-restricted section has a different evidentiary status: it is a person’s recovered recollection of a conversation. Read the political accusations there as the speakers’ positions, rather than as a neutral history of the organisations involved.
