Start with the charter, then a report
The hub’s statutes describe what the organisation promises, while its reports and donations show particular attempts to act on those promises. Read the two together. A declared duty to help is evidence of an institutional commitment, not proof that every intervention achieves its intended result or escapes difficult trade-offs.
