The conventional route starts with Eikthyr’s Hard Antler. At a Workbench, use 10 Wood and 1 Hard Antler for an Antler Pickaxe, which mines Copper and Tin. [1]

Copper deposits sometimes yield Stone rather than ore. That alone does not indicate a wrong tool. [1]
