The short answer
Community Update 13 adds a water-level detector to the speedometer and says deeper water requires a snorkel upgrade.
Read the water indicator
The developer associates the detector with ponds, puddles and swamps. It does not publish a universal safe depth, engine damage timer or a route that can always be crossed with the starter pickup.

Upgrade gates and detours
A snorkel is described as necessary for deep water. That does not mean it makes every flooded route passable: vehicle handling, terrain and cargo can still require testing. Record the obstruction and return with the relevant upgrade rather than treating a promotional image as a route map.

Keep a route note
