The short answer
Nivalis Nights has a defined story with an ending. Side quests and relationships can change the path through it, and story progress opens new locations. Business growth is one part of that experience, not the only announced progression system.
Story progress and business progress connect
The developer expects players to spend substantial time following quests and getting to know the cast. You choose when to spend time on that story and when to develop your venues.
Relationships can affect side-quest outcomes and economic opportunities. A high cash balance alone does not establish that a story-gated location is available.
